    Description / Abstract

The objective of this research paper it to know the impact of CGTMSE, which provides credit guarantee facility to micro and small enterprises upto 75% to 90% of the loans secured by them from banks and financial institutions, on the growth of micro and small enterprises in Telangana State. For this purpose the author collected the secondary data from CGTMSE Annual Reports from 2015-16 to 2024-25, SLBC, Telangana meetings minutes, PIB, Hyderabad, press releases, Udyam Registration Portal, Telangana, and Official Website of Commissioner of Industries, Telangana. The researcher observed the data for the period from 2015-16 to 2024-25 of Telangana as well as India. Amount of Guarantees is taken as independent variable and No. Enterprises, No. Of employees, No. Of SC, ST, and Women Entrepreneurs as dependent variables. His study revealed that there is perfect positive correlation between amount guaranteed and the dependent variable. The CAGR 33.54% of amount of guarantees in Telangana was effective on the CAGR of Average Ticket Size to 13.02%, Employment Generation to 41.15% ,SC Entrepreneurs to 50.76%, ST Entrepreneurs to 39.31%, Women Entrepreneurs to 67.77% , and No. Of Enterprises to 51.04%.

    Relevance and Originality

The paper addresses a highly relevant topic in the field of MSME development and financial inclusion, focusing on the effectiveness of the CGTMSE scheme in Telangana State. The subject is timely and aligns well with ongoing policy discussions on credit guarantee mechanisms for micro and small enterprises. The study contributes regional evidence to a largely national level discourse, which adds some originality. However, the conceptual framing remains somewhat descriptive, and stronger theoretical positioning could further enhance its academic contribution.

    Methodology

The study adopts a descriptive empirical design based on secondary data sources including CGTMSE reports, SLBC data, and Udyam registration records. The selection of variables such as guarantee amount, number of enterprises, employment, and social category participation is appropriate for the objective. However, the methodological explanation lacks depth regarding model specification, justification of statistical techniques, and handling of data inconsistencies across years. The approach would benefit from clearer articulation of analytical procedures to improve reproducibility and academic rigor.

    Validity and Reliability

The reliance on secondary data from official sources enhances credibility, yet inconsistencies in data availability across years may affect reliability of longitudinal comparisons. The study uses correlation and growth rate analysis, but the assumptions underlying these techniques are not fully discussed. Some interpretations appear overly deterministic, particularly in attributing causality between guarantee amounts and enterprise growth without controlling for external economic factors. This limits the strength of causal inference and generalizability of findings.

    Clarity and Structure

The paper is generally structured in a logical sequence, covering introduction, literature review, methodology, analysis, and conclusions. Tables are informative but require clearer formatting and consistency in presentation for improved readability. The narrative occasionally becomes repetitive, and some sections would benefit from tighter academic writing and improved grammatical refinement. Despite these issues, the overall flow remains understandable and aligned with standard research paper organization.

    Results and Analysis

The findings indicate a positive association between CGTMSE guarantees and MSME growth indicators in Telangana, including enterprise formation, employment generation, and inclusion of SC, ST, and women entrepreneurs. The comparative analysis with national trends is a strong aspect of the study. However, the interpretation of results sometimes overstates the strength of relationships without sufficient statistical validation. A more nuanced discussion of limitations, external shocks such as COVID 19, and policy shifts would strengthen analytical depth.

    IJ Publication Publisher

The paper explores an important area of entrepreneurship and MSME financing. The data compilation and comparative assessment provide value to researchers and policymakers. However, several sections require editorial revision to improve clarity, consistency, and academic presentation. Subject to moderate revision, the manuscript may be considered for publication.
