Abstract

This research paper analyzes the structural changes in the empanelment criteria for solar vendors under the guidelines of the Ministry of New and Renewable Energy (MNRE). It compares the rigorous "Rating-Based Era" of 2017 with the "Open Access Era" of 2026, evaluating its impact on market quality and technical reliability.
