About Rajasthan Public Service Commission (RPSC)
Rajasthan Public Service Commission has an unprecedented history. In the year 1923, the Lee Commission recommended the establishment of a Union Public Service Commission in India, but this commission did not consider the establishment of Public Servi did not consider the establishment of Public Service Commissions in the provinces. The provincial governments were free to make appointments and state service rules as per their needs. At the time of formation of Rajasthan state, out of total 22 provinces, only 3 provinces namely Jaipur, Jodhpur and Bikaner had Public Service Commissions. After the unification of princely states, Rajasthan Public Service Commission Ordinance, 1949 came into effect as per the publication in Rajasthan Gazette dated 20th August, 1949. According to Section 1(3) of the Ordinance, the said Ordinance is stated to come into effect on the next date on which the notification regarding appointment will be published in the Gazette and on 22nd December, 1949, the notification was published in the Gazette in compliance with Section 1(3) of Rajasthan Public Service Commission Ordinance. Hence, it is clear that Rajasthan Public Service Commission came into existence on 22nd December, 1949 i.e. Rajasthan Public Service Commission was established on 22nd December, 1949. In the initial stage, the Commission had a Chairman and two members. The then Chief Justice of Rajasthan, Sir S.K. Ghosh was appointed Chairman. Thereafter, Shri Devishankar Tiwari and Shri N.R. Chandorkar were appointed as Members and Shri S.C. Tripathi, I.A.S., former member of the Union Public Service Commission was appointed as Chairman. In the year 1951, the following regulations were passed by the State Chief as per the Constitution of India with the objective of regulating the functions of the Commission- 1. Rajasthan Public Service Commission Conditions of Service Rules, 1951 and 2. Rajasthan Public Service Commission Limitation of Functions Rules, 1951 Due to the important work done by the Public Service Commissions and their impartial working system, they have an important place in the Indian Constitution. Articles 16, 234, 315 to 323 are specifically related to the work and jurisdiction of the Public Service Commissions. The working system of the Rajasthan Public Service Commission is determined by the Rajasthan Public Service Commission Rules and Regulations, 1963 and Rajasthan Public Service Commission (Verification of Regulations and Procedure Ordinance, 1975 and Act 1976). Rajasthan Public Service Commission had a glorious past of nearly 70 years. During 1923, the Lee Commission had recommended setting up of a Central Public Service Commission in India, but it did not give much thought to the need of establishing similar commissions in provinces. It was left largely to the discretion of provincial Governments to recruit and exercise control over their Services, as they thought proper. At the time of formation of Rajasthan, the institution of Public Service Commission existed in only three of the 22 covenanting states viz. Jaipur, Jodhpur and Bikaner. After the integration of princely states, as per the publication dated 20th August, 1949 in the Rajasthan Gazette, The Rajasthan Public Service Commission Ordinance, 1949 came into effect. According to section 1(3), the said ordinance should came into effect from that date, when Notification regarding appointment would publish in official Gazette and on 22 December, 1949 the said Notification was published. Hence, on 22 December, 1949 the Rajasthan Public Service Commission was established, or in other words the Rajasthan Public Service Commission came into effect from 22 December, 1949. With the ordinance dated 16 August, 1949 the PSCs or other institution performing duties in the nature of those of a PSC in the constituent states were abolished. The ordinance also provided inter-alia, for the composition of the Commission, the staff and the functions of the Commission. Initially, the Commission had one Chairman and 2 Members. The then Chief Justice of Rajasthan, Sir S. K. Ghosh was appointed as Chairman of Rajasthan Public Service Commission. Subsequently, Shri Devi Shankar Tiwari and Shri N. R. Chandorkar were appointed Members and Shri S. C. Tripathi (I.E.S), formerly a member of the Union Public Service Commission was appointed as Chairman. In the year 1951, in order to regulate the working of the Commission, the Rajpramukh issued the following Regulations under the provisions of the Constitution of India. 1. The Rajasthan Public Service Commission (Conditions of Service) Regulation, 1951 and 2. The Rajasthan Public Service Commission (Limitation of Functions) Regulation, 1951. In view of its important and impartial functions, Public Service Commissions rightly find a place of pride in the Indian Constitution. Articles 16, 234, 315 to 323 of the Indian Constitution deal with various functions and powers of the Public Service Commissions. The working of Rajasthan Public Service Commission is also regulated by Rajasthan Rajasthan Public Service Commission Rules & Regulation, 1963 and the Rajasthan Public Service Commission (Regulations and validation of Procedure ordinance 1975 & Act 1976). ...view more
