Mahatma Gandhi Labour Institute (MGLI) was established on 15th September, 1979 by the Government of Gujarat as an autonomous society under the Societies Registration Act, 1860 to provide for education, training, study and research in labour and relat , training, study and research in labour and related subjects in furtherance of the policy of the Government to promote harmonious industrial relations and social justice. The institute takes a comprehensive view of Labour and aims at serving the cause of labour including agricultural labour, women and child labour, self employed, unorganised urban and rural labour besides organised labour in the Industrial, Commercial, Governmental cheap pharmacy without a prescription and service sectors. The principal means of action are Research, Training, Education and Dissemination of Information through seminars / workshops / colloquium etc. The first Labour Laws Review Committee headed by Justice D.A. Desai had in 1974, recommended to have a full-fledged Institute for studies in the field of Labour & Employment to be set up at Ahmedabad. Apart from the recommendation of the Labour Laws Review Committee, Government had also felt the need for well organized programmes - for research, training and development to meet effectively the challenges in the field of Industrial relation and employment. A Scheme for the establishment of an Institute of Labour Studies at Ahmedabad was accordingly, submitted by the Commissioner of Labour in June 1978. The Government had included it in Sixth Five Year Plan of the Gujarat State. The Government orders were issued on 6th September, 1979 for setting up the Institute at Ahmedabad and naming it as "Mahatma Gandhi Institute of Labour Studies." Accordingly the Institute was registered as a Society, under the Societies Registration Act, 1860 on 15th September, 1979 bearing registration No: GUJ/681/Ahmedabad with the twin objective of promotion of harmonious relations and providing social justice to labour. The Govt. of Gujarat had allotted land admeasuring 11,500 sq. mtrs. for the Institute on survey No: 196 of Village Vastrapur, on the Drive-in-road, Ahmedabad. Shri B.V. Doshi, a World famous Architect of M/s. Stein Doshi & Bhalla, Ahmedabad was appointed as the Architect for the Building of the Institute. The foundation stone laying ceremony of the Institute was performed by Shri Babubhai J. Patel the then Chief Minister of Gujarat State on 20th September, 1979. Initially, the Institute was housed in a building in the Raj Bhavan Complex. After the construction of the Institute’s new building it was inaugurated by Shri Virendra Patil, Union Minister for Labour & Rehabilitation on 1st May, 1984. He complimented the Govt. of Gujarat for having named this Institute after Mahatma Gandhi.
