Maharashtra State Board of Skill Vocational Education and Training

Government of Maharashtra had established Maharashtra State Technical Education Examination Board (MSBTEE) in 1956 under Directorate of Technical Education. In due course of time due to exponential growth of technical and vocational education, Govern owth of technical and vocational education, Government of Maharashtra bifurcated Directorate of Technical Education and established Directorate of Vocational Education and Training in 1986. Subsequently Maharashtra State Technical Education Examination Board (MSBTEE) was also bifurcated and Maharashtra State Vocational Education Examination Board (MSBVEE) was established vide Government of Maharashtra Resolution dated 23.01.1986. 2. Maharashtra State Vocational Education Examination Board (MSBVEE) is now renamed and established as Maharashtra State Board of Skill, Vocational Education and Training to regulate matters pertaining to Skill, Vocational Education and Training and Entrepreneurship Education as per the National Skill Qualification Framework and other Skills Courses in the State of Maharashtra vide Maharashtra State Board of Skill, Vocational Education and Training Act, 2021 (Mah. Act No. IX of 2022) dated 20.01.2022 which came into force on 26.01.2022. 3. The functions of Board can broadly be classified as following: 3.1. Design and Approval of Course 3.2. Affiliation of Vocational Training Institute (VTI) 3.3. Assessment and Certification 3.4. Training Management, Research and Development 4. Maharashtra State Council of Vocational Training (MSCVT) was established vide Education and Employment Department, Government of Maharashtra Resolution dated 25.09.1984. MSCVT was subsequently registered under Society Registration Act, 1860 on 29.03.2017 as per the directives of Directorate General of Training, Government of India. 5. Since the functions of MSCVT and Board overlapped, MSCVT has been now merged into Board. All the activities of MSCVT and affiliated institutes have been transferred to Board vide Skill Development and Entrepreneurship Department, Government of Maharashtra Resolution dated 16.02.2022. 6. Board presently offers varied duration Certificate Courses, 2 year duration Diploma Courses and 1 year duration Advance Diploma Courses through 1265 affiliated institutes. Beyond its own courses, Board has adopted all the courses designed by Sector Skill Councils. Both the number of courses and institutes are increasing exponentially. 7. All training programs under Board are conducted on a permanent self-financed basis. Maharashtra State Skill Development Society assigns batches under various schemes for conducting training programs in NSQF courses in 6500+ institutes approved by the erstwhile Maharashtra State Vocational Training Council and presently by the Board. The scheme and training are entire administered by Maharashtra State Skill Development Society (MSSDS), however, the assessment of the trainees at the end of training is conducted by the Board and certificates are issued to the qualifying trainees. 8. As per Government letter dated 01.02.2022, skill training institute established by reputed Industrial Establishments/ Institutes, Public Universities, nationally renowned Institutes (IIT/IIM), International Agreements with other countries, skill training/ activities through World Bank, UN Agencies etc. are approved through Green Channel process. In line with this provision, Board has approved skill training institutes established by Agricultural Science Center, Women Economic Development Corporation, Khadi and Cottage Industries Center, Government Industrial Training Institutes, Industrial Establishments, Colleges, Hospitals, Non-Government Social Organizations, etc. 9. Salient features of Board Courses: 9.1. Board courses are divided in 38 different sectors. The courses are designed to give hands on experience in the respective skills set and hence 70 to 80 percentage of course is practical based. 9.2. Two Years duration courses are given equivalency to 12th Standard of Maharashtra State Board of Secondary and Higher Secondary School Examination, Pune vide Higher and Technical Education Department, Government of Maharashtra Resolution dated 28.09.2012. 9.3. One and Two year courses are recognized as an alternative qualification to the respective ITI trades for the purpose of job by industries vide Higher and Technical Education Department, Government of Maharashtra Resolution dated 28.09.2012. 9.4. Board has been approved to grant certificate under the name "Diploma Course" to the full-time courses of 2 years duration with entry qualification as 10th standard vide Higher and Technical Education Department, Government of Maharashtra resolution dated 21.01.2013. 9.5. Computer group courses are recognized as Computer Qualification for State Government service vide General Administration Department, Government of Maharashtra Resolution dated 04.02.2013 9.6. Architectural Draftsman and Construction Supervisor courses of Board have been approved as equivalent to the course "Civil Engineering Assistant" in Public Works Department vide Public Works Department, Government of Maharashtra Resolution dated 11.03.2008. 9.7. Construction Supervisor of the Board has been approved as the equivalent course for appointment to the post of Junior Engineering Assistant at Zilla Parishad by nomination vide Rural Development and Water Conservation Department, Government of Maharashtra Resolution dated 26.11.1997. 9.8. 123 Courses of duration one and two years are notified under Apprenticeship Training Scheme by Government of India vide Ministry of Skill Development and Entrepreneurship, Gazette Notification dated 07.09.2017. 9.9. As per Government of India Gazette dated 09.05.2012 candidate passing "Boiler Attendant" course of Board with 1 year of experience is eligible for endorsement as Fireman or Operator or Assistant Fireman or Assistant Operator on steam boiler from Directorate of Boiler. 9.10. Candidates who have passed the course of Building Maintenance and Civil Engineering Assistant of the Board are given registration in Class 7 as Contractors vide Public Works Department, Government of Maharashtra Resolution dated 14.03.1997 9.11. Certificate issued by State Council of Vocational Training (SCVT) for 100 words per minute for Marathi shorthand, 30 words per minute for Marathi typewriting and 80 words per minute for English shorthand is given equivalency with Government Commercial Certificate for appointment to the post of Stenographer in Government and Semi-Government Services vide General Administration Department, Government of Maharashtra Resolution dated 02.09.1994 9.12. Shorthand and Typing certificate issued by Board are accepted for the post of Teachers and Instructors under Shikshan Sevak Yojana vide School Education Department, Government of Maharashtra Resolution dated 18.12.2003. 9.13. Typing and Shorthand Certificate Course in Marathi, English and Hindi languages of Board have been included for selection on the website of Maharashtra State Public Service Commission while applying for the Clerical Post at Maharashtra State Government service. 9.14. Candidates who have completed 2 year duration Diploma courses of Board are qualified for direct second year admission to Post SSC Diploma courses of Maharashtra State Board of Technical Education Examination (MSBTE). 9.15. Candidates who have completed 2 year duration Diploma courses of Board are qualified for first year admission to Post HSC Diploma courses of Maharashtra State Board of Technical Education Examination (MSBET). 9.16. Candidates who have completed training in 23 Diploma courses of two years duration of the Board are qualified for admission to Bachelor of Vocation (B.Voc.) courses at Tata Institute of Social Sciences. 9.17. Candidates having experience in relevant skills are given opportunity to appear for the direct examination of selected courses of the Board (Direct Admission to Examination). 9.18. Candidates admitted for Board courses are eligible for 66.67% travel fare concession for travel by Maharashtra State Road Transport Corporation buses. 10. Assessment: 10.1. The assessment is done at the end of their training for certificate courses and annually for Diploma and Advance Diploma courses. 10.2. The assessment comprises of both formative and summative assessment so as to evaluate the trainee’s overall performance during the training period and at the end of training. 10.3. Board has been conducting assessment of candidates trained under various District, State and Central schemes along with training funded through CSR and self funded basis. 10.4. Board is also conducting practical examinations for technical subjects at 10th Standard on behalf of Maharashtra State Board of Secondary and Higher Secondary School Examination, Pune 10.5.
