The Minister in charge of Ministry of Cooperation, Government of India is the President of National Council for Cooperative Training (NCCT) and Governing Council of NCCT. The Minister of State for Cooperation, dealing with the society and the Secretary, Ministry of Cooperation, Government of India are the two Vice Presidents of NCCT and Governing Council of NCCT.
Institute was established in 1956 and named after Udaybhansinhji, the Prince of Porbandar who was a leader of cooperative movement. Institute is mandated to offer management training, management education, research and consultancy in domain of cooperation, agriculture and allied agriculture. Initially it was set up to cater to in-service training of intermediate level and junior level executives and members of cooperative organisations and officers of cooperative department. Since last decade, it has been offering Post Graduate Diploma in Management ( Agri-business Management) to cater to need of ever growing agri-business industry and service sector. It has also started offering skill development programme to defence sector. At the Institute Level, Management Committee constituted by NCCT is responsible for looking after the management of the institute . The Management Committee of Institute is headed by Registrar of Cooperative Societies, Govt of Gujarat. Institute has Programme Advisory Committee constituted under the Chairmanship of Registrar of Cooperative societies, Govt of Gujarat. Chief Executives of State Cooperative Federations, Heads of other concerned department of the State Government and representatives of Local University/Management Institutes are members of this Committee. The Annual Training programme of institute is finalized in consultation with Programme Advisory Committee. Institute is spread over 04 acre land in lush green environment of Gandhinagar and house administrative block, boys hostel, lady hostel, staff quarters amongst other facilities.

The Mission of Institute is to facilitate in building cadres of professional managers to hold key position in ever growing numbers of cooperatives in the state through organization of Management Development Programme, Training Research & Consultancy, Seminar, Workshop, etc.
Secondary to facilitate in building cadres of Professional Managers to hold key position in Business organization by Management Education Programme like PGDM (ABM).
The objective of the Institute is to impart need based management training to the personnel in the cooperative sector, which comprises of cooperative Institutions, cooperative department and various departments for fitting themselves in the competitive business environment.
The specific objectives are :-
To cater training needs to the personnel of governmental organisations and departments, cooperative organisations.
To culture value-based professional management in all sectors and sub-sectors including cooperatives.
To conduct action research, problem research and policy based research for finding the management solutions to the governmental and non-governmental organisations/ institutions.
To render management and project consultancy services to the user organisations/institutions.
To conduct research on cooperative so that it could be developed in tandem with the changing technology, environment and requirements in the sector.
To educate farmers and arrange training / workshop / seminar to attain modern skill of post-harvest activities in cooperation of each other.
To arrange for training of teaching staff of cooperative training institutions.
To ensure management of diversity in the field of Training and Education.
To provide educational facilities for young men and women seeking career in management through the Post Graduate Diploma in Management (PGDM).
To assist organisations in solving their management problems by providing consultancy services.
To collaborate with other institutions in India to further its objectives.
