Accordingly, the Hon'ble Chief Minister in his budget speech for 2013-14 presented the proposal for establishment of Karnataka State Rural Development and Panchayat Raj University for approval in both the Houses of the Legislative Assembly. The committee visited and studied several institutions. Mainly Institute of Rural Management (IRMA) Anand, National Institute of Rural Development (NIRD) Hyderabad, Gandhigram Madurai, Indian Institute of Management (IIM) Ahmedabad, Tata Institute of Social Science (TISS) Mumbai etc. The committee opined that the task of solving various problems of rural areas, creating a dedicated and committed workforce can be achieved through the said Rural Development University.
The Karnataka State Rural Development and Panchayat Raj University Act, 2016 notified the establishment of Runway University. The University was established for the sustainable development of Karnataka State Rural Development and Panchayat Institutions through teaching, training and study. The Act aims at strengthening of local self-organization and comprehensive development through practice and study of rural areas of Karnataka State. This is an ambitious project of the state government, with Gadag, a rural region of Karnataka, as its focal point. The then Minister of Rural Development and Panchayat Raj Department, Government of Karnataka, Hon'ble Mr. H.K. Patil's visionary guidance and the support of departmental principal secretaries is taking shape. Prof. Dr. B. Thimmegowda as Chancellor of the University, Dr. Prof. Suresh. V. Nad Gowda as the patriarch and Shri J. C. peaceful J. C. They are working as Finance Officers (in charge).
Gadag is the district headquarters in the center of Karnataka, where the rural charm has not disappeared yet. The masterpiece of Kannada literature 'Gadugina Bharat' was created by the poet Kumaravyasana Karmabhoomi. It is an important center of agriculture, a prominent place in the co-operative arena and has good rail and road connectivity from other cities of the state and is about 55 km away from Hubli Airport. Gadag is an educational destination with Government Medical College, Government Veterinary College, Private Sector Engineering Colleges and Rural Engineering College in nearby Hulakoti and many other good educational institutes. Danachintamani is the Karmabhumi of Attimabbe and a proud tourist spot which sheltered the famous Lakkundi great poet Ranna and is around 100 kms from the historical famous Badami Aihole, Pattadakallu and Hampe. Gadag, the great spirit of the music field Panchakshara Gavai, Dr. Puttaraja Gawais and famous Hindustani musicians Dr. Gangubhai Hanagalla and Dr. Bhimasena Joshi's native land.
The vision of the University is to work towards making the rural society a center of excellence by creating dedicated, committed, human resources involved in the rural development process to ensure sustainable rural development and wide-ranging improvement in the quality of life of the rural people.
The aim of the University is to educate and train various stakeholders for rapid economic growth and sustainable development enabling inclusive growth through a democratic system of Panchayat Raj Institutions leading to inclusive growth through a democratic system of panchayat raj institutions such as alleviating poverty, creating employment opportunities and enabling people to take decisions for their own well-being, economic and socio-political advancement. .
