Inspired by an obsession for the total development of a person, the spouses Engr. Massoud V. Shamsoddin and Dr. Cresencia Vito Cruz-Shamsoddin, M.D. conceived of putting up an educational institution, early in 1992.

At that time, Dr. Cresencia VC. Shamsoddin was the founding Medical Director of the Dr. Gloria D. Lacson Medical Center located along Maharlika Highway, Castellano, San Leonardo, Nueva Ecija, 2 kilometers away from the town of Gapan(now Gapan City) while her husband, Engr. Massoud, was engaged in a ricemill business. He came to study in the Philippines, learned to love the country and did not leave anymore.
Pooling resources and efforts together, the couple established a non-stock school, Dr. Gloria D. Lacson College, right at the compound of the medical center. Starting its humble operation with a five-classroom building under the first team of nine (9) pioneering teaching and non-teaching personnel, inauguration took place on February 20, 1993. The Governor of Nueva Ecija, Hon. Tomas N. Joson, and the Police Provincial Director, Colonel Francisco G. Zubia, accompanied by their wives, were the guests of honor during the ceremonies. Subsequently, the College concentrated in the offering of health-related courses in Nursing Aide, Midwifery, Secretarial, X-Ray Technician and Liberal Arts and made use of the facilities of the medical center for laboratory and training needs of the learners.
On February 27, 1998, the College was converted into a non-stock, non-profit foundation and duly registered with the Securities and Exchange Commission under the firm name Dr. Gloria D. Lacson Foundation Colleges. As enrollment increased, the campus gradually expanded. Eventually, additional courses were added such Pre-elementary, Elementary, and Secondary in the basic education. In the tertiary level of education, government
authority was secured for Masterate in Education and in Nursing, Baccalaureate degrees in Nursing, Liberal Arts, Criminology, Accountancy, Business Administration, Education, Computer Science and Radiologic Technology while the non-degree courses include Midwifery, Caregiver, Nursing Aide, Computer Secretarial and Computer Technology.
In no time at all, the College showed excellent performance of graduates for having earned in 2006 the excellent and enviable distinction as the TOP NO.1 NURSING SCHOOL IN CENTRAL LUZON REGION,
the first school in Nueva Ecija and its component cities to have ever reached Rank No. 1, a historical feat that can be supplanted by other universities but never be erased as a record. The foundation college was named by the founding couple after their spiritual mother, the late Dr. Gloria D. Lacson to perpuate her undying dedication and commitment to the education of the youth, spirit of service to the community and strong faith in God. A well-respected educator, she was responsible for converting Engr. Massoud V. Shamsoddin, an Iranian national to the Christian faith.
The College is deeply committed to continue her mission of bringing quality education into the door-steps of every Filipino, particularly the underserved and financially-handicapped people.
