Special Economic Zones Powering India’s Industrial and Export Boom

Abstract

This article tells about the role of Special Economic Zones (SEZs) in driving India's industrial and export growth. Established with the aim of attracting investment, enhancing exports, improving infrastructure and creating jobs, SEZs offer businesses various incentives including tax breaks and duty-free imports. The article traces the evolution of SEZs in India from the first Export Promotion Zone in 1965 to the formalized SEZ policy introduced in 2000, culminating in the SEZ Act of 2005. The article highlights significant challenges facing SEZs, such as inadequate infrastructure, policy overlaps and environmental concerns, which have hindered their effectiveness. The article also explores the reasons for the struggles of India's SEZ policy, including competition with other incentives available to exporters and the tendency of existing companies to relocate operations for tax benefits rather than create new jobs. Looking forward, the article discusses upcoming reforms, including the Development of Enterprise and Service Hubs (DESH) Bill, which aims to enhance the flexibility and sustainability of SEZs. The conclusion underscores the importance of addressing existing challenges and leveraging opportunities to ensure that SEZs continue to contribute to India's economic growth and export potential in the future.
