I am an economist and practitioner with a special interest in the governance of common-pool resources (CPRs), institutions, and the design and development of rules supported by AI systems. As a social scientist with a Master’s degree in Economics and 15+ years of experience in managing common infrastructure projects and implementing public policy reforms, I strive to close the gap between institutional theory and practice.
In 2010, I created and field-tested an operationalizable institutional governance model that builds on Elinor Ostrom’s IAD framework. Since then, I have been applying and improving this methodology in the field. For example, I led a CPR transformation project in Florida to rehabilitate an office building that was literally falling apart, due to the lack of cooperation between tenants. Through participatory exercises I designed, the tenants eventually developed a set of “by-laws” that led to a highly efficient self-management regime. In my research, I also study legal pluralism and hybrid institutions, as well as rule support systems in hybrid enforcement regimes for different cultures and legal systems, with examples from Nepal, India, Ghana, Ukraine, and the United States.
So far, I have co-authored and published several peer-reviewed articles on rule hybridity and the management of CPRs and am currently working on a book manuscript on AI-supported rule-making and enforcement systems for the shared use of infrastructure. In the long-term, I hope to design a digital technology platform that would allow any community of users and managers of CPRs to design their own fair, adaptive, and transparent rules for the use of shared resources.
