The International Criminal Law Review opens with a fundamental question: what role does international criminal law play in addressing the gravest human rights violations? At its core, the journal delves into the “General Part” of substantive criminal law—examining key doctrinal issues such as modes of liability, actus reus and mens rea, defenses and excuses, offense classifications, sentencing practices, and the mechanisms of carceral enforcement. But the Review goes far beyond doctrine. It interrogates the institutions that enforce international criminal law and the procedures they follow. It also explores the tensions and harmonies among diverse legal traditions—common law, civil law, natural law, religious law, customary law, and socialist law—highlighting the urgent need for a global forum where these systems can converge, clash, and evolve. With an expansive and interdisciplinary lens, the International Criminal Law Review centers on the harm that international criminal law seeks to redress. It welcomes scholarship that looks beyond formal legal frameworks to include transnational penal law and alternative forms of accountability—whether international, national, customary, or local. The Review is equally committed to understanding the broader societal contexts in which law operates, inviting criminological, sociological, and historical perspectives on justice, transition, and the limits of legal intervention. The Review is a platform for rigorous, analytical research that challenges assumptions and pushes boundaries. It fosters dialogue on the origins, capacities, and constraints of international criminal law. We are especially enthusiastic about publishing both traditional and innovative scholarship—from seasoned experts to emerging voices, particularly those from the Global South.
